The Government has confirmed “common-sense” changes to Certificate of Fitness (CoF) requirements for private heavy motorhomes in New Zealand. From 1 September 2025, eligible vehicles that previously needed a six-monthly CoF now require an annual CoF instead. For many owners, that means fewer trips to the testing station, lower compliance costs, and more time on the road.
New Zealand has an estimated 39,000 private motorhomes on the road (out of a national vehicle fleet of around 4.4 million). Evidence presented by officials indicates that private motorhomes are less likely to have a fault contributing to serious crashes than other heavy vehicles—supporting the move to a 12-month inspection cycle for suitable private use vehicles. Public consultation drew 13,242 submissions, with over 89% backing the change.
What counts as a “heavy motorhome”?
In NZ, a motorhome is classed as heavy when its Gross Vehicle Mass (GVM)—the manufacturer’s stated maximum operating weight, fully loaded—exceeds 3,500 kg (3.5 tonnes). This classification determines licensing, inspection, speed limits and Road User Charges (RUC).
The new inspection rule at a glance
• Old rule: CoF every 6 months for heavy vehicles (including motorhomes).
• New rule (from 1 Sept 2025): Private heavy motorhomes require a CoF every 12 months (annual), provided they meet the private-use definition below.
• Still need a CoF? Yes. The frequency is relaxed; the requirement remains.
What “private heavy motorhome” means
To qualify for the annual CoF frequency, your vehicle must:
• Be primarily used as a mobile dwelling, and include at least one sleeping berth, cooking facilities, and a toilet; and
• Not be used for hire or reward, and not be operated under a transport service licence.
If your heavy motorhome is used commercially (e.g., rental or paid transport), the standard heavy-vehicle CoF rules continue to apply.
Other rules that still apply to heavy motorhomes
Licensing:
A standard Class 1 (car) licence generally covers a motorhome with GVM up to 6,000 kg. Heavier vehicles (or certain motorhome-plus-trailer combinations) may require Class 2 or higher. Always check your exact GVM and combination weights.
Road User Charges (RUC):
Diesel motorhomes over 3,500 kg GVM must pay RUC. Keep your hub odometer and labels up to date.
Speed limits:
Heavy motorhomes are subject to heavy-vehicle speed limits, typically maximum 90 km/h on the open road (where the posted limit is 100 km/h).
What this means for owners
• Fewer inspections, same safety focus: You’ll book a CoF once a year rather than twice, but you still need to maintain brakes, tyres, lights and steering to CoF standard.
• Lower ongoing cost & hassle: Owners previously spending up to a few hundred dollars every six months for inspections will now spread that cost over a year.
• Plan your season: Time your CoF before long trips or big tours so you’re covered for the year.

• Check the GVM on your VIN/vehicle plate. Over 3,500 kg = heavy.

Keep maintenance routine
• Tyres: correct load rating, even wear, sound sidewalls.
• Brakes & suspension: inspect before long trips.
• Lights: carry spare bulbs/fuses; check trailer plug if towing a car or trailer.
